H.R. 754.
Congress has the power to enact this legislation pursuant to the following:
The First Amendment to the U.S. Constitution protects the right of all Americans to gather in worship.
The jurisdiction of Congress in governance of the federal judiciary is contemplated in Article I, Section 8, ``. . . To constitute Tribunals inferior to the Supreme Court;'' and Article III, Section 1, ``The judicial Power of the United States, shall be vested in one supreme Court, and in such inferior Courts as the Congress may from time to time ordain and establish.''
